Ah, that makes sense. Although I'd assume that the average UKer would have learned French in school and have a higher chance of understanding it, but meh =P. And slowing it down doesn't help either, because then the French voices sound slower than they're supposed to be.

*sigh* I hope PAL countries will start using HDTVs 24fps modes...

Some of the French Episodes don't have the music pitch problem, however; I recall that either ep. 25 or 26 (I think it was 25) in the French dub didn't have that problem, among a few others.

You can do pitch shifting the keeps the time the same. You can also do time shifting and keep pitch the same. The problem with both is that they are destructive. If you shift too far up, you start hearing echos in the percussion and in fast attack instruments. If you shift too far down, you start losing sound.

However, the timing differences in Sonic X Jap and Sonic X FR should only cause the music to go off by a few cents. Enough to notice but not enough to carry it off a whole note. I'm not sure on that since I don't want to do the math. Either way, the difference between the two isn't enough for the destruction to be noticeable.

In short, they could have done it but they were too lazy. =P

Of course you can do pitch shifting that keeps time the same, hence the term "pitch correction". =P

If they've done it in a few episodes then either they haven't (i.e. the info is false kthx) or they just didn't like the result. As I said, they might have put the full audio track together and changing the pitch (while changing the speed or not) would make the voices sound crap as they would most likely be at native pitch and speed.

Or they were too lazy to make their own, which may prove to be more expensive than the original (it may be a lot more expensive to have people make music in France than in the states).

Or French kids (like Japanese kids) don't need to have music playing 100% of the time to be attracted to a show. Do keep in mind that the main factor is almost likely the kids.

I@ve already tried overlaying the sound over the french videos and it's just not possible. You'd either have to cut scentences or add animated frames to keep the sinc. Too much.
